The options include reducing teachers to reflect the decline in the student population, reshaping the civil service, outsourcing highway maintenance and transforming healthcare without offering any specifics.
The potential initiatives to increase revenue include increasing the HST, the corporate tax, tobacco taxes and bringing in highway tolls.
Decisions will be announced as part of the 2016-17 provincial budget.
