The Conservation Council says Provincial Environment Minister Brian Kenny has come up with an excellent foundation for a progressive water protection strategy in the discussion paper released by the government.
Kenny is promising the water strategy will be comprehensive.
Stephanie Merrill of the Conservation Council says something better has to be put in place because the current management system is broken.
Kenny is also making a commitment to consult with First Nations.
The Conservation Council warns water quality is under threat from many sources including discharges from pulp mills, mines, sewage treatment plants, sedimentation from clear cutting, pesticides, herbicides and pharmacueticals.
